Person 2 isn't a bad person, he's a responsible person who's fending for himself instead of relying on the government.

Generally being rich nowadays is beacause you've exploited something along the way, whether it be a tax loophole, or under-paying employee's.
Fun fact, I learnt that the Ryan Air CEO owns a Taxi company that only has 1 car, which means he can use the bus/taxi lanes and skip traffic, they're a law unto themselves
