Complete anonymity does not exist. But illegal services are hosted on clear web a lot. You need to use a bulletproof hosting for that. You pay for it in monero and it's not connected to your real life identity. Or if you don't mind your site being seized, you can pay for a normal hosting with a stolen credit card.
