There should be a separate country based forum topic in the leaks section. It would make it easier to find data pertinent to a specific country. Users could post directly to a country head or create a hotlink when posting to any other section by choosing the country name from an option in the "Post Options". Older threads could also be backlinked to the pertaining country by mods and admins and maybe regular users as well. This could also be implemented as a search feature but that might be harder and should only be a complementary feature to this.

Format could be as simple as: Leaks -> Country Based Leaks -> Country Name -> Threads

Add prefixes or the option to tag posts.

That said, a lot of the juicier breaches here tend to come from international sites and services. It COULD incentivize more targeted attacks on services in countries that haven't experienced many data breaches yet.
