No of course not. However you might be able to pull it off. First of all, look up the laws in your country or the countries where you're operating about data sourcing laws. Also find out if and by whom people get audited by agencies, checking if your data sourcing complies with law. If you can somehow embezzle the source of the data to make it look like it came from a legal source, you're good.

Thank you reply, In the United States, there's something called the CAN-SPAM Act, which allows advertising to B2C without permission, but... would it be a problem to advertise using these breached lists?

Yes , it would be a big problem as CAN-SPAM isnt the only thing you should worry about ; *COPPA -- you wont be able to use any email from children . Good luck if you want to verify you are not emailing any children . Enjoy the FTC fines *State laws *GDPR ( but most likely not a big problem here , but you shouldn't even try it because of COPPA anyway ) *Not sure but maybe part of the CFAA can apply here too
