Unlikely to be a public website, since it sounds like it's just an accumulation of every major breach from years. Could have been an open HTTP directory listing or even just a large Mega collection.

I wonder if it has any much vallid information in it, will the email adresses still be vallid and stuff, but it's nice to have acces to such a big database. the bigger the better
