That would completely ruin the point of repping users, the point is to vouch for other users so the rest can avoid possibly being scammed or having their time wasted. If reputation was removed from some scammer's banned account and they moved to another forum they could probably convince some other retard to send them money because of the fact that there's no negative reputation associated with their previous account.
