I don't see why this is necessary.
The only people who get into the ban appeals section should only be them who already got banned.
There's no reason to hide it from everyone because you can just create a new account and spam the forum and you will for sure be banned soon, then you can enter that forbidden area.
There's just no good reason to allow ban appeals section to everyone.
