Because here we're talking about 43 million, which is more than half of France.

The 43M records were collected on a 20 years period.
Everyone has to register to this agency when one works in France, both nationals and strangers.

So the ~43M records are not exactly "half the population" right now, as they also kept data from people who are no longer unemployed or even alive sometimes.

It's so French to pile a bunch of data, give external access to it to "trusted partners" and completely fuck up their infosec like this

That's not true, only people who need help finding a job, or who need to collect unemployment benefit, need to register. If you find a job on your own, you don't have to create an account.
