When someone is offering to sell a crypto wallet, what does that all include?

I'm under the assumption that buying a crypto wallet would be a wallet that someone has all the credentials to access said wallet such as: Pin, Seed phrase, mnemonic pw, and anything else needed to access it. I looked into purchasing a wallet, and when I asked the seller about these things, he got confused and didn't give me the answer I was looking for. Can someone let me know what to expect when trying to acquire a wallet? And can I acquire a wallet with everything I need to access it?

Thank you for that, unfortunately that not what I meant though and after rereading my post , I should've phrased it differently. What I was getting at, is there any hacked wallets that one would be able to purchase?
