i propose to create a section in which a target is marked and that everyone who wants to try to hack it and expose the data here would be targets like banks, collection companies that deplete the poor etc... always avoiding hospitals and schools what do you think?

I think it's dumb as everyone would just list their target to get it breached by someone else, it's dumb.
