how to get sim cards in places that need ID

Hello, do you guys know how to get (prepaid, if possible) SIM cards in countries like France, Austria or Germany? I need some for fairly long (6-12 months) in burner phones. Prefered to have some direct method, but also open for people selling these as long as the price aint shit and the quality is reliable.
