Is there any purpose this could be used for or any way that this could become profitable or is it just a random theoretical question?

wouldn't there need to be somewhere to cross reference the data from the plate itself, ie, access to some sort of a law enfct db?

Depends on the country. I once looked up a Parkmobile breach plate and got the year/make of the car - off a FREE website.

It was a New Jersey plate.

There's a bunch of websites that offer plate lookup and vin no. but some of them are hit and miss. Some will give you the current owner and previous owner info etc but again the free one's aren't consistent.

Oh that's good to know actually. It was a 12 year old honda so I was kinda unimpressed given the way the guy talked.
