About the tor topic, if privacy is a concern i would suggest onionshare its slow since it works through tor but its probably the most private option you will find for sharing files.

I use a script for sites that will allow it. This give absolute timing. If a script is hard to do, then I use a hand held stopwatch. I use same file sizes for all tests. The files used for the tests are the following sizes: 500KB, 5MB, 50MB, 500MB. By knowing the size and using timing results, I can get bps or Bps.
2. Download speed
I use the file upload links from the upload speed test and perform the same actions for the download tests. If I can script it, I do, for absolute timing, otherwise a stopwatch. Knowing the size and time for downloads I can calculate bps or Bps, whichever I want.
3. Does the site require accounts?
I examine the site(s) and see if an account is needed.
4. Does the site require monthly fees?
I examine the site(s) and see if fees are needed. Depending on the fees, this may take a site out of the running for testing.
5. Does the site show ads?
This is an easy examination of the site when uploading and downloading files.
6. Does the site give you the file without ricocheting the browser to a garbage site, first?
This is an easy examination of the site when uploading and downloading files.
7. Is the download speed consistent or vary?
Method 1: This is a identified by using the site(s) at varying times during the day and/or night and seeing if speeds increase or slow. Usually a 5MB file.
Method 2: This method examines the consistency of the upload or download of a large file (50MB or 500MB) to a site and see if the speed is consistent based on site feedback, if possible.
8. Does the service work the same for various browsers (yes, I test at least 3 browsers)?

I check to see if the site immediately blocks the content or allows. I also look at the terms of usage to see if anything is a violation of their terms.
10. How long can a file be expected to stay in place on the site before removal based on time?
I have researched posts by others, or I place files on sites and monitor their accessibility over a 2-3 month period. Any file that is removed based on someone reporting it, doesn't count against the site, if they state it.
11. Can the site be accessed through TOR? VPN?
This is a simple test using TOR accessible browsers. I can test through VPN, but at the moment, I don't plan on the need for them for this round of testing.
12. Is the service operational 24/7?
This is a simple test using scripts. Have a script access a URL for a file on a site 2-3 times per hour, over the course of 24 hours for 7 days, if desired.

That is left up to the audience based on the metrics identified. Some people may place certain metrics higher than others. So, it really isn't for me to say which one is best for you. I have my own metrics and they may not be the same for you.
