TryHackMe and HackTheBox are two of the more popular above-board ones. HackTheBox also has a thread somewhere in here with captured flags (but if you're tryna learn, you shouldn't cheat that way anyways). Both are somewhat freemium. They have paid plans, but a lot of the material is free.

Beyond that, it really just depends what you wanna do. Without specifics, not much guidance can be given. Learning paths for web app targets is going to be very different than learning maldev which is going to be very different than learning reveng etc

You can find some great playlist on YouTube like hackersploit but you can also look at courses on Udemy specifically to what you want to learn and then just try download them for free. Usually you can find a free download link using google or duckduckgo.
