you can search this up on the clear web but i guess you wanted results from us?

Always use tor, you can use VPN's, however some VPNS are even less private than just using your home network. if you're using a network and you're not sure how secure it is then you can use a VPN to help you feel safe.

if you dont mind the slow loading the VPN gives you then use it
also just for surfing on DW tor its just fine does the work
on the other side if you looking to attack some site or whatever then I recommend use both of them

a VPN is only safe if you trust the guy/company redirecting your traffic. I personally have just configured the split tunneling for tor so I don't use those 2 together whilst still having my vpn on for the rest of the applications and traffic.

Setup a VPN, TOR over VPN. Don't listen to popular opinion. Only VPN = VPN tells IP to FBI. Only TOR = NSA controls exit nodes and finds your IP. VPN + TOR makes is more difficult, so unless you're really evil it takes too much resources to find you...

Well, why not? all it does is just add an extra layer of prottection and hides the fact that you are using TOR from your ISP. but you also have to be carfeul when chosing them and make sure that you are getting them from a trusted company. 

Some good ones are Mullvad VPN, Proton VPN and i'd even say Nord VPN and Surfshark. But again, using a VPN on to may be a bit overkill and in some cases unnecesary but if you feel more safe with it then i don't see a reason to thus why not.

If you don't use onion mirrors, your local IP will show. So yeah VPN+ TOR is the correct answer.
